Thanks to @krikan suggestions I've already sorted that out.
I have Fibaro_Dimmer_1_S2 (.02) changing state between "dim 99" and "off" values on every [monostable] switch press.
This doesn't change dimmer (lamp) state at all and that's exactly what I wanted.
S2 state change is published to MQTT broker and then passed further to Loxone Miniserver over UDP, where it finally
triggers/switches lighting scenes (via Lighting Controller logic block, that controls other Dimmers also).

But to get even more out of this configuration, I'm figuring out how to detect single and double press.
I've enabled configSceneActivationFunctionality parameter and I'm already getting (in Dimmer readings) scene_26:0 and scene_24:0 occurance out of S2 single and double click.
Now I only need to create another single custom reading out of those two.

rudolfkoenig helped me (thank you again) and I have finally managed to get
a Loxone-standard compatible switch out of Fibaro dimmer! 8)
