[FHZ] FHEM 4.3 released

What's new:
An awful lot of small changes, the last release was 7 months ago. If
you do not have any problems with your current setup, than there is no
real need to upgrade. Most notable new features:
- windows support (not all devices were tested)
- support for IPWE1/HMS100CO/EMGZ/WS2000
- generating SVG in webpgm2 (no gnuplot needed for plots)

Send patches, report bugs, have fun.
