IDE suggestions for new developers

Sorry this is in english.

My suggestion is for the wiki.  I'd like to see a suggested setup for developing fhem modules.  That is what IDE, etc. for linux windows, etc..

In my case I'd like to have an IDE running on windows although that is not my primary fhem device.  Or alternately a web based IDE which I could run remotely on my raspberry pi.
