New module : TELEINFO (french electric meters)

I have written a new module for monitoring french electric meters. My code is a lot inspired by 15_CUL_EM.pm (author: rudolfkoenig) and 32_SYSSTAT.pm (author: justme1968). I suppose they have a GPL v2 licence (same as FHEM) and this one too !
Please tell me if you use it and have some remarks or bug reports.

I also log information to emoncms using the 93_EmonCMSLog.pm , which gives some nice graphs (see attachments for FHEM and emoncms visualization)
